Residents of apartment buildings must take other residents into consideration and follow the rules and regulations. It is the resident’s responsibility to ensure their guests also follow the building rules.
Regular noises are a natural part of apartment living, such as sounds from children playing, normal movements, and occasional renovation noise. Noises can also be heard at night, for example, from using the toilet or taking a shower.
However, disruptive noise includes loud music, day or night, noise or fighting, late-night parties, and constant dog barking.
Actions that disturb other residents in apartments, common facilities, and courtyards are prohibited, whether during the day or at night.
The building rules and regulations include silent hours that all residents must observe. It is important to avoid loud noises at night.
When assessing the seriousness of disruptive behaviour, it is important to consider both the frequency of the disturbance and the time of day it occurs.
What should I do if my neighbour is being disruptive?
- Try talking to the person causing the disturbance. Often, the other person may not realise their actions are causing a disturbance.
- However, it is not recommended to approach your neighbour’s door during an argument or if the situation feels aggressive. If you hear noises suggesting violence or believe someone’s life is in danger, call the emergency number 112.
Describe the issue as clearly as possible and specify the times when the disturbances occur. Also, mention if you have spoken with the person responsible and whether the police have been involved. The report must include at least one signature from a resident of a different household to verify the events. The names of the signatories will not be disclosed to the person causing the disturbance.
However, please note that each informant must be prepared to testify in court if the situation leads to an eviction, for example.
You may also submit a report of nuisance to AYY without another resident’s signature, but it may not lead to action unless other neighbours also report the disturbance separately.
Please submit a signed and scanned report of nuisance to housing@ayy.fi or AYY’s service office at Otakaari 25. Anonymous or phone complaints will not be processed.
What happens after submitting a report?
We will contact the resident responsible for the disturbance and take action if necessary, following the regulations outlined in the Act on Residential Leases. This may include issuing a notice or warning. However, as the renter, we cannot disclose to other residents what actions have been taken.
If the resident causing the disturbance has already received a warning, continued disturbances may result in eviction. If the disruption persists after submitting a report, please send a new report.

Other disturbances and property crimes
Always inform the police about serious disturbances, such as violence or threats of violence. Residents must report crimes or vandalism involving private property directly to the police.
As the renter, AYY will file a police report for crimes on the property, but we typically require a residents’ report of vandalism first.
Neighbor mediation
If conflicts or misunderstandings arise between neighbours, the Community Mediation Centre offers a free mediation service. The goal of the mediation service is to help neighbors find a mutual, long-term solution that improves harmony, comfort, and safety in the living environment. Any resident can contact the Community Mediation Centre directly.
